BRUSSELS / RankWire.AI / – The European Union is set to enhance its trade protection mechanisms after France and Germany advocated for faster intervention capabilities. French President Emmanuel Macron and German Chancellor Friedrich Merz submitted their proposal to Commission President Ursula von der Leyen. This joint effort aims to enable swifter responses to serious market distortions caused by outside nations and to establish a more robust legal foundation for cases that current trade measures cannot swiftly resolve.

The suggested framework would empower the European Commission to implement broad countermeasures against third countries when significant market disruptions threaten the integrity of the single market. In extreme situations, this tool could permit immediate exclusion from access to the EU marketplace. Macron and Merz also put forward a plan for a reverse qualified majority system for endorsing actions, where measures by the Commission would be enacted unless a qualified majority of member states blocks them.

Additionally, France and Germany have called for a dedicated diversification mechanism to lessen reliance on a few key suppliers for critical goods. Their document highlights risks related to dumping, large subsidies, supply concentration, and other practices that interfere with normal competition. They emphasize the need for the EU to possess tools capable of responding decisively and systematically. While the proposal does not explicitly single out any particular country, it arrives amid ongoing EU examination of trade relations with China.

Renewed attention on EU trade defense strategies

The European Commission has welcomed the Franco-German proposal, describing it as a valuable addition to ongoing discussions on economic threats and global imbalances. The EU currently employs anti-dumping, anti-subsidy, and safeguard measures to address unfair or disruptive trade flows. It also introduced an Anti-Coercion Instrument, effective from December 2023, which enables the bloc to counteract pressure from non-EU countries seeking to influence EU policies through trade or investment leverage.

The envisioned rapid-response system aims to broaden the scope of market distortions it can address and expedite decision-making processes within the EU. France and Germany want the Commission to act promptly without waiting for the usual political consensus. Their approach shifts the responsibility onto member states that oppose proposed measures. EU leaders are scheduled to convene in Brussels on October 15 and 16, shortly after the proposal from France and Germany was presented to the Commission.

China criticizes the EU’s proposed trade measures

On October 6, China’s Ministry of Commerce responded to the initiative, urging France and Germany to refrain from pushing what it described as protectionist EU tools. The ministry emphasized that economic interdependence should not be viewed as a risk and called for continued support for open trade. It further cautioned against turning economic and trade disputes into broader security concerns. Beijing has also separately voiced criticism of discussions concerning stronger EU instruments that could limit Chinese companies or products.

This development occurs amidst ongoing negotiations between the EU and China regarding trade imbalances, export controls, and other commercial disagreements. Additionally, EU trade officials have increased scrutiny of sustained import growth and industrial overcapacity. France and Germany stated their proposed framework should be applicable to all countries rather than targeting a single trading partner. The European Commission will evaluate the proposal alongside existing trade defense tools and the broader EU economic security strategies.
